You would have to expand on that a bit.  If you mean things like why is Xavier vs Little Chute (schools 10-15 minutes apart) playing in Chilton (30-45 mins away) instead of anywhere in the Fox Cities...  that's just the way it is.

You have to find a school willing to host and that involves getting the volunteers that will commit to working even if your school has been eliminated and isn't playing that day or willing to work if your school is playing somewhere else that day.

Comes down to which schools are willing to host and that has to be submitted long in advance.

Wait until you see the Sectional Final matchups where some #2 seeds are hosting and playing at home vs #1 seeds.  Those schools with the foresight and that think they have a shot at getting to State are good planners to get that game at home.

In basketball, you see some of those predetermined sectional semi-final and final sites moved to more geographically neutral sites more often, but I think there's a little more interest in hosting basketball with the bigger crowds. I know they struggle just to get anyone to host sectionals in some sports (when their team isn't involved), so the WIAA likely has to take what they can get most of the time.
The Packers/Badgers/Brewers are like your children; you don't love them because they're good, you love them because they're yours.
